It's 1920 and dangerous mechanical soldiers are descending on Japan. Fortunately, the Kanzaki Industries' engineers have developed steam-driven robots to fight the advancing forces, if only the right pilots can be found. The suits were designed so that only young ladies with the proper combination of virtue and spirit can pilot the robots successfully. So, a young woman named Sakura, who certainly has spirit, makes it her mission to become part of the Imperial Flower Combat Troop. However, when she is accepted she finds that not only must they pose as a traveling musical theatre troupe, but that everyone involved takes this very seriously.
